What PHPStan is
PHPStan is a static analysis tool for PHP that reports errors in code without executing it. Its aim is to catch whole categories of bugs before tests exist for the code. The getting-started guide lists PHP 7.4 or later for running the analyser. It is installed with Composer and run as vendor/bin/phpstan analyse against chosen directories. By default only basic checks run, and rule levels switch on stricter ones. Extensions from an extension library are installed through Composer. An online playground is available for trying it. PHPStan Pro is a separate paid add-on with a web UI and a watch mode.
